The Coordinator for the Rights of Children and Adolescents (CDIA) and the Network for the Right to Education of Paraguay reiterate their concern at the public complaint of sexual violence against a child by other children in a private school in Lambaré.
These organizations express their solidarity with the child and his family, while they wait for justice and comprehensive reparation for the child. At the same time, they exhort State institutions and the media to avoid re-victimization. They also ask citizens to respect the privacy of those affected.
Through a statement they point out that this is not an isolated case, as evidenced by the successive complaints that were subsequently made public and also highlight that in 2021 alone, 2,847 complaints of sexual abuse of children were registered in the Prosecutor’s Office.
“Paraguay has a cumulative 28,946 cases of sexual abuse in girls and boys from 0 to 13 years old, between 2013 and 2020, according to data from the Public Ministry. State institutions, and especially educational institutions, must be spaces of protection and security for students,” says part of the text.

They indicate that the Ministry of Education and Sciences (MEC) established mechanisms to address the violation of sexual and reproductive rights in the educational sphere. However, on a daily basis it becomes visible that children and adolescents live with cases of violence in the family, educational and community spheres.
Both organizations maintain that the development of a public policy for Comprehensive Sexuality Education (CSE), truncated since 2011, is urgent, and we demand decisive progress for its implementation, since it teaches how to take care of oneself and not harm other people. They assure that their absence exposes children and adolescents to different forms of abuse, sexual violence and discrimination.
They consider it important to provide more training to the teaching, technical and management teams of the educational system to achieve an effective comprehensive approach to this issue with the students, their families and communities. They demand attention from the relevant authorities and an effective response to the complaint made. “In addition, we demand guarantees of protection of the rights of children and adolescents in school spaces from a prevention approach,” the text ends.
