With the mission of disseminating and implementing the new legislation that regulates sexual harassment, violence and gender discrimination in the field of Higher Education, the Commission for the Implementation of Law 21,369 began its activities at the Universidad Católica del Norte (UCN). ).

The new multidisciplinary team will be responsible for implementing the different aspects involved in the integration of the new legislation in the house of higher education.

The objective of the initiative is to promote comprehensive policies aimed at preventing, investigating, punishing and eradicating sexual harassment, violence and gender discrimination, and protecting and redressing victims in the field of higher education.

Likewise, it seeks to guarantee safe environments free of sexual harassment, violence and gender discrimination, for all people who interact in academic communities of higher education, regardless of their sex, gender, identity and sexual orientation.

The implementation of this new regulation will have two focuses, centered on a prevention model, and on an investigation and sanction model.

IMPLEMENTATION

Law 21,369 was enacted and published in the Official Gazette on September 15, 2021, and has a term of installation of 1 year in the country’s higher education institutions.

The body in charge of its control is the Superintendence of Higher Education, and the fines for non-compliance can reach up to 100 UTM and can affect the accreditation of the university.

In the case of the UCN, implementation is underway under the responsibility of a multidisciplinary commission, divided into four subcommissions that will deal with areas such as investigation, reparation, prevention and communication.

“The commission meets weekly to advance the goals set by the different subcommittees. We hope that in September 2022 we can have a prevention, repair and investigation model. This last area is already positioned, but it is sought to consolidate”, highlighted Yhurka Yáñez Navarrete, Director of Gender of the UCN, who stressed the importance of this process to achieve institutional accreditation.

SUBCOMMITTEES

The subcommittees that have already begun their work are made up of the following people:

Investigation Subcommittee: Yhurka Yáñez, Director of Gender, Alejandra Pizarro, Director of People; Orlando Castro, Director of Institutional Analysis and Patricio Valdivia, Legal Director.

Reparation Subcommittee: Paz Alvial, psychologist from the Gender Secretariat; Verónica Alfaro, head of the Student Department of the UCN Coquimbo; Sergio Moenne, representative of the Student Community.

Prevention Subcommittee: Vianca Vega, General Student Director; Valeria Burgos, director of CIMET; Katy Dorador, Director of Analysis and Management VRA and Carolina Salinas, Secretary of Gender.

Communication Subcommittee: Víctor Toloza, director of Communications and Admission; Carolina Cortés, journalist and head of the Institutional Events Section; Javiera Cáceres, psychologist from the Gender Department and Marcela Torres, academic from the Faculty of Medicine.
